I think its a mandatory weapon for Mages. I have it, used it for a little while, but I went back to strictly using my Carian Regal Staff. I'll probably be way more Moonveil'y in NG+. It's even really good with just int. I myself used it with all the minimal dex requirements and it performed great for me. It still works great.You can go for more status effects by putting a cold katana in your left hand and still use the weapon art of the moonveil. The L1 power stancing will build bleed faster and having the cold will help. Status effects scale well into the higher NG+. If you upgrade it and go dual katanas with any other katana the moonveil is good lots of damage and bleed build also the weapon art is pretty good. It's busted, the damage it deals and how fast it is for only 20 FP, all other sorcery is downright useless not to mention slow. With moonveil even if you run out of FP you're still in the game because you can powerstance it with another katana that does bleed. Oh yeah, haven't mentioned bleed.
